The U.S. is responsible for approximately 25 percent of world C02 emissions and is joined with Japan and the U.S.S.R. in resisting a global compact solution, primarily because reducing emissions is seen to be so costly and to have such severe implications for our lifestyles. The workshop discussions will include an overview of the greenhouse gas situation and the latest international proposals; improving U.S. energy efficiency, a discussion of G7 cooperation with developing countries to mitigate global warming, a cost/benefit analysis of reducing U.S. C02 emissions, a method for factoring environmental costs into power plant planning, and a proposal for emissions trading systems.
